Conservation Commission Minutes 2009/04/01
Sunapee Conservation Commission Meeting Date 4/1/09
Present: Tim Fleury, Van Webb, Rem Mastin, Lela Emery
Absent: Roger Whitaker, Robert Hill, Bruce Burdett

Rem Mastin made the motion to accept the minutes of 3/4/09 meeting. Seconded by Lela Emery. All in favor 4, Opposed 0.

Van presented a Treasurers Report on the Conservation Commission Fund. Members reviewed the numbers and agree with the amounts withdrawn for 2008 expenditures. Lela will contact Lynn with the question of the unexpended funds from the 2008 budget line items. Appropriated $3,150.00 but a balance of approximately $1,600 still remains. The question of when and where does that get rolled over to. The conservations Commission Fund has a balance of $143,168.02 after $14,903.82 expenditures. SCC members will request for monthly reports for all the Conservation Accounts. Town Forest, Dewey Woods, Bartlett-Tyler.

The march meeting SCC members approved $5,000 to UV   write the Natural Resource section of the master plan. SCC board received a signed contract for $4,500 with a series incentive which made the contract cost $3,943.00 Tim Fleury made the motion we accept the contract of $3,943. with UVLSRPC for the natural resources section of the master plan and authorize Donna Nashawaty to sign the contract dated 3/29/09. Motion seconded by Rem Mastin. To be paid upon receipt of invoice or bill. All in favor 4, Opposed 0.

SCC reviewed reports from Steve Walker with Land Conservation Invest Program. Anita Blakeman does the monitoring for these properties. 5 out of the 6 properties are ok with no violations. The one property pending further evaluation is the Harrison Lot owned by Jolyn Johnson. 12.5 acres. The property has 22 tires and numerous beer cans and trash. The items are recent. Mostly located by the abutter from the south. Van will notify Anita to verify the sighting and will also notify Jolyn. Law enforcement will probably be the only way to pursue a solution.

Ski Tow Hill – the Recreation Committee is forming a sub committee. The first meeting is scheduled for 4/7/09 at 6 pm. Van will join the committee and any members of the SCC that can attend would be beneficial. A few thoughts on how the SCC can help are to hire an arborist to do a tree survey, raise the question on the need of a permanent facility, and have the Rec committed think about a policy on how to accept gifts, soils testing, wetland seeps, and take track of the property. Also source of water for facilities?

Town Forest Updates: Timber stand improve on Dewey Woods Lot. Anita is doing deed research on Treatment Plant Lot. Line up work for the Bartlett Tyler Lot.

Lela will get 100 brochures for the May meeting.

SCC will review any submitted drafts of the Natural Resource section of the Master Plan. SCC wants to be aggressive and think the report will contain Development constraints.
Tim Fleury attended a Conservation Commission Round Table made up of area conservation commission members. The discussions revolved around land protection efforts, funding, and battles farm project update.

Rem Mastin and Robert Hill attended the Shoreline Protection session on March 18th. Very interesting. The speaker Jay Aube had a slide show and diagrams displaying the setback. The permitting will be changing. They claim they will have the people to do the inspection, monitoring and review the complaints.

Dredge and Fill application has been submitted for Cooper Street Partners Subdivision. Rt 11 Chase Boat area by Bob Caias. Conceptual plan to Planning Board and Zoning Board. SCC can only write a letter about our concerns but we do not get to say yes or no. Since SCC knows there are issues already with the other two boards they will wait till that is all corrected to review the plans. No action required.  

Tim Fleury made the motion that the bill of $190.75 for the Kearsarge Shopper ad for the Gore Lot meetings be paid from the professional services line item. Motion seconded by Rem Mastin. All in favor 4, Opposed 0.

SCC received copies of the monitoring reports for the Harrison Lot, R H Webb Forest, Webb Woods, and Dane Lot. The copies will be filed.
